MO VIP is our state's vaccine incentive program - rewarding those who have chosen or will choose to receive a COVID-19 vaccination. Starting in July, the Missouri Department of Health & Senior Services will partner with the Missouri Lottery to draw 180 winners in 5 randomized drawings who will win either $10,000 cash or $10,000 towards an education savings account. In total, the state will award 900 individuals throughout the incentive program.

Vaccination is the most effective and long-lasting tool for protection from this infection. DHSS continues to encourage anyone age 12 and up to get vaccinated against COVID-19.

If you are a Missourian 18 years of age or older and received at least one dose of a COVID-19 vaccine on or after July 21, 2021, you may register for a chance to win $10,000 in the red category.

General Information

How do I enter?

The final MO VIP drawing will occur on Oct. 8, 2021, and registration has permanently closed.

Will Missourians be automatically entered?

No, due to privacy protection we will not automatically enroll Missourians who have been vaccinated. You must enter separately using our secure online form.

Do I have to be a Missouri resident to enter?

Yes. You may be asked to provide proof of residency if selected as a Preliminary Winner.

How is "Missouri resident" defined?

"Resident" means an individual who is Domiciled in Missouri, unless the individual:
  • Maintains no permanent place of abode in this state;
  • Does maintain a permanent place of abode elsewhere; and
  • Spends in the aggregate not more than thirty (30) days of the taxable year in Missouri.
It can also mean an individual who is not Domiciled in Missouri but:
  • Did have permanent living quarters in Missouri; and
  • Spent more than one hundred eighty three (183) days of the taxable Year in Missouri.
"Domicile" means the place an individual intends to be his/her permanent home; a place that he/she intends to return whenever absent. A domicile, once established, continues until the individual moves to a new location with the true intention of making his/her permanent home there. An individual can only have one domicile at a time.

I’ve already been vaccinated. Am I eligible?

Yes! If you are over the age of 18 and were vaccinated prior to July 21, 2021, you are eligible for the White pool. If you are between the ages of 12 and 17, you are eligible for the Blue pool.

Will I be eligible for all drawings after I enter?

Yes. Once you enter, you will be eligible for all drawings after that date unless you win.

Pool eligibility is based on the following:
  • Red – Missourians 18 and older who received at least one dose of a COVID-19 vaccine on or after July 21, 2021.
  • White – Missourians 18 and older who received at least one dose of a COVID-19 vaccine before July 21, 2021.
  • Blue – Missourians between the ages of 12 and 17 who have received at least one dose of a COVID-19 vaccine at any time.

Can I enter more than once?

No. Duplicate entries will be disqualified from our system.

How can I be sure my entry went through successfully?

You will be provided an email verification upon submission that will serve as your official entry confirmation. If you do not receive the email shortly after submitting your information, please check your junk or spam folder. If you do not receive a confirmation email, the entry was not recorded in our system.

Can I call in to enter?

The final MO VIP drawing will occur on Oct. 8, 2021, and registration has permanently closed.

Can I call to verify my entry?

No. To protect personally identifiable information, our call center team will not have access to the entry records. You will be provided an email verification upon submission that will serve as your official entry confirmation.

How are ages for adolescent vaccination determined?

Entries will be placed into the Red, White and Blue categories based on the age of the individual at the time of their first vaccine dose.

I was vaccinated outside of the state of Missouri. Am I eligible?

Yes, verification will be contingent upon you supplying a readable vaccination card, or a response from the state in which you were vaccinated.

If providing your card is not a possibility, there may be important considerations for you to be aware of. DHSS maintains vaccination records for vaccinations administered at non-federal facilities in Missouri. DHSS will make every effort to verify out of state vaccination records, but does not have access to other states’ records.

I was vaccinated at a federal facility (military base, veterans home, etc.). Am I eligible

Yes, verification will be contingent upon you supplying a readable vaccination card, or a response from the federal entity at which you were vaccinated.

If you do not have your vaccination card, there may be additional challenges in validating your federal vaccination record. DHSS maintains vaccination records for vaccinations administered at non-federal facilities in Missouri. Our records do not include vaccinations administered through the Department of Defense, and we do not anticipate gaining access to those records. DHSS will make every effort to verify those who were vaccinated at federal facilities, including active duty military and veterans, but we may be limited to federal participation.

Are the drawings random?

Yes, the drawings will be randomized and secure through assistance from MO Lottery.

What are my odds of winning?

Your odds of winning will change based on the total number of original entries in each pool.

Pool eligibility is based on the following:
  • Red – Missourians 18 and older who received at least one dose of a COVID-19 vaccine on or after July 21, 2021.
  • White – Missourians 18 and older who received at least one dose of a COVID-19 vaccine before July 21, 2021.
  • Blue – Missourians between the ages of 12 and 17 who have received at least one dose of a COVID-19 vaccine at any time.

Will multiple doses increase my chances of winning?

No. Entries will be based on your first dose only. Duplicate entries will be removed from our system to ensure every individual has the same chance of winning.

Who is ineligible?

  • The Governor and First Lady
  • Members of U.S. Congress and members of their household
  • Statewide elected officials and members of their household
  • Members of the Missouri General Assembly and members of their household
  • Appointees of Governor Mike Parson (both in a position confirmed by the Missouri Senate and currently employed by the State of Missouri) and members of their household
  • Employees of the Office of Governor Mike Parson and members of their household
  • Employees of the Office of the Treasurer Scott Fitzpatrick and members of their household
  • Employees of the Missouri Department of Health & Senior Services and members of their household
  • Employees of the Missouri Lottery and members of their household
  • Employees of the Office of Administration and members of their household
  • Individuals currently incarcerated on the basis of a felony conviction
"Household" means persons living in the same residence who maintain a single economic unit. Included in this definition is any person who is a member of and participates in the maintenance of the Household.

Is my information safe?

Yes. One of our primary responsibilities is to protect your information. As a result, even members of our call center team will not be able to look up or amend your entry.

All information received by DHSS will be held confidentially and only shared with local and state agencies to conduct the verification process. Confirmed winners will consent to the sharing of their basic information with MO Lottery for payment purposes.

Is my Social Security Number required for entry?

No. You will not be asked for your SSN at the time of entry, but it will be required on certain forms during the verification process if you were randomly selected as a winner.

Can I remain anonymous if I win?

No. We will publish the name of each winner on MOStopsCovid.com after their vaccination record and identity are confirmed.

Is my photo required for entry or to receive the prize?

No. Photos are not required for entry, and photos will not be required for you to claim your prize if selected as a winner. Our terms & conditions state that we may publish a photo of you if our team takes one (for advertising and/or publicity purposes); however, we will not require you to submit one or require you to have your photo taken.

I’m a full-time, out-of-state student. Am I eligible?

Yes! Full-time students who reside in Missouri during the academic year are eligible. Our definition of “Missouri resident” includes anyone who spent more than 183 days of the year in the state of Missouri.

Prizes & Taxes

What prizes will I be eligible for?

Missourians who have received a COVID-19 vaccination and enter the Vaccine Incentive program are eligible to win in Red, White and Blue pools. Those 18 and older will be divided into two pools: Red and White. The Red and White pools will be determined based on the date of your first vaccination. Those who were vaccinated on or after July 21, 2021, will fall into the Red pool. Those vaccinated before July 21, 2021, will fall into the White pool. Missourians 18 and older will eligible for a $10,000 cash prize after they enter.

The Blue pool is reserved for adolescents age 12 to 17. Missourians in this pool will be eligible to win a $10,000 education savings account through the Missouri State Treasurer’s MOST 529 program.

What taxes will I be responsible for?

Cash prizes are considered taxable income and subject to state and federal taxes. Missouri’s incentive program is a sweepstakes, so prizes should be reported on a Form 1099 MISC. Winners will be responsible for paying all taxes. The state of Missouri will be responsible for providing you a 1099 because the prize exceeds $600. To do so, we will ask you to complete and return a W-9 form.

You will be responsible for paying all state and federal taxes on the prize money regardless of the final amount paid to you, even if the entire prize is withheld because of money owed to the state prior to the drawing.

How much money will I actually receive?

After becoming a Confirmed Winner, your information will be shared with Missouri MO Lottery Security staff. Before paying you, their staff will check for and deduct any money owed to the state of Missouri prior to the drawing. They will run your information through their debt-offset system in order to determine that you do not owe any funds to a Missouri state entity prior to issuing you a check for your prize. In the event that you owe funds to a Missouri state entity or multiple entities, those funds will be subtracted from your prize and you will receive a check for the remaining amount. In the event that you owe more than $10,000 to a Missouri state entity or multiple entities, you will not receive any funds. Regardless of the amount paid to you, you will still be responsible for state and federal taxes owed on the original $10,000 prize.

Education Savings Accounts

When will adolescents be able to assume ownership of the MOST 529 savings accounts?

The Missouri Department of Health & Senior Services will retain ownership of the savings account until the individuals turn 18. At that time, it will be transferred to the individual or guardian if such exists.

Can the savings account be used for education expenses before turning 18 years old?

No. DHSS will not approve of any otherwise allowable expenses. Expenses can only be incurred after the savings account is transferred to the individual.

Can I combine this MOST 529 account with an existing MOST 529?

No, this account will be owned by DHSS until winners turn 18 years old. At that time, it will be transferred to the individual.

Can I contribute additional funds to this MOST 529?

No. However, you can learn more about opening a MOST 529 account at MissouriMOST.org.

Winners

What’s the difference between a Preliminary Winner and a Confirmed Winner?

Preliminary Winners are those who have been selected, but their information has not been verified yet. Confirmed Winners information has been confirmed through our process.

How will I be contacted?

You will be contacted by the phone number and email address provided in your entry. If you do not provide an email, DHSS will only be able to contact you by phone.

What does the confirmation process look like for Preliminary Adult Winners?

If you are chosen as a Preliminary Winner, our team will contact you by phone and email to begin the confirmation process. Within 10 business days, you must complete our online form with this required information and the attachments, or print and send the required information via U.S. mail or facsimile. If you choose to send your information by U.S. mail or facsimile, you must also notify DHSS so we know to expect it. If we don’t hear from you in the designated 10 days, you will forfeit your prize and we will begin contacting alternate winners from that week’s drawing.
You will be asked to complete and sign a DHSS form, complete a W-9, verify you were vaccinated by uploading a copy of your Vaccination Card, and provide additional information to prove your identity (Driver License, U.S. Passport or other government-issue identification) before you are considered a Confirmed Winner. You will also be asked to provide your social security number so we can process and compete prize fulfillment.
After becoming a Confirmed Winner, your information will be shared with MO Lottery security staff. They will run your information through a debt-offset system in order to determine whether you owe any funds to a Missouri state entity prior to issuing you a check for your prize. In the event that you owe funds to a Missouri state entity or multiple entities, those funds will be subtracted from your prize and you will receive a check for the remaining amount.
